Art.13. And to the end that the unavoidable burthen imposed
upon the conceptions and memories of his Majesty's good subjects
by new laws may in the instance of this present Act be rendered in
all other respects as light as possible, and to the end that no person
whom it may concern to be apprised of the ordinances thereof may
remain ignorant of the same and thereupon be exposed to lose any
lawful advantage much less to suffer any punishment by reason of
such ignorance, Be it enacted that on the papers containing
the several forms of instruments which the said Governor is required
or shall have had occasion to prepare under this Act he
shall cause to be inserted in the margin or otherwise sufficient abstracts
of the several provisions of law with which the parties are by reason
of such instruments concerned to be acquainted, so far forth at the
least as such provisions are included in this Act.

Books to be kept for registering
Penitentiary House
correspondence by General Post —

Art. 14. And for facilitating in favour of Parishes and other
parties the proof of the delivery of notices and other addresses to the
Governor as well as of the transmission of such addresses from the
said Governor more especially where such delivery or transmission
are made through the medium of the Post. Be it enacted
that the Governor shall cause to be kept in the said Penitentiary
House separate Books under the name of Post-Letter-Books in
one part of which to be called the Receipt Post-Letter-Book an account
shall be kept of all letters there received through the General
Post and in the other to be called the Issuing Post-Letter-
Book
an account of all Letters sent from thence by the same
Art.15.
