Art. 15. On the delivery of each Letter at the said House

1. Receipt book for proving
the receipt of letters --
the Postman who delivers the same shall in writing or by a stamp,
mark on the same, a separate number continuing the series of
such Numbers in their arithmetical order: and shall also then
and there in the said Receipt Book in like manner make entry of
the total number of the Letters so marked and delivered by him on that
day, together with the Year, Month and Day, and his name or the
initials of his name: under which entry of attestation shall be written
in like manner the counter attestation of some Clerk appointed by the
Governor for that purpose: and such Clerk shall forthwith under
the general enter of such total number as aforesaid make a special
entry of the name or names of the person or persons who appear to
have signed or written each letter together with the time & place as
dated and the number of sheets of which the said Letter is composed,
and shall distinguish every such entry by the number with which
such Letter shall have been marked by the Postman as aforesaid.

Art. 16. In the said Issuing Book on each day on the delivery

2. Issuing Book, for proving
the issuing of Letters --
of the Letters of that day to the Post-man entry shall have been made
like manner of the number of the Letters so to be delivered together
with a copy of the direction of each Letter and a number designation
thereof as abovementioned and such Postman shall before he takes
charge of any Letter testify his receipt thereof by marking opposite
its number in the book his name or the initials of his name and
shall also mark the same number upon the Letter itself.
