Art. 17. The said Governor shall also cause to be kept in

the contents of letters
issued --
the said House a Letter Issuing Copy Book in which shall be kept
a true Copy of every such Letter issued therefrom: and in such Book
all such Letters as shall have been received through the said Post
shall follow one another in the order of the numbers which stand
annexed to their respective Directions in the Post-Letter Issuing
Direction Books abovementioned.

Art. 18. A Receipt Book and an Issuing Book similar to

So for Letters by Penny Post --
those already directed to be kept for Letters received and sent by the
General Post shall also be kept for Letters by the Penny Post:
and on receiving and issuing Letters by the said Penny Post
the same directions shall also be observed.

Art. 19. To all such Books all persons whatsoever shall at

known and convenient and sufficient times on payment of such moderate
fees as shall be sufficient to defray the charge of attendance thereupon
have sufficient access: and that as well for the purpose of
search and perusal, as for the purpose of taking extracts or copies
as they may be advised: and a Table of such times and fees shall
before the opening of the said Establishment or as soon as may be
afterwards be presented to the Court of King's Bench and if not
approved of shall then and at any time or times afterwards be
altered untill approved of by the said Court: and shall be kept
and hung in some public part of the said establishment, to which
persons in general may resort.
