Art. 22. And Whereas for establishing the identity of

correspondence to be post free --
Penitentiary Prisoners and thereby rendering Escapes more difficult and
securing the payment of indemnification-money for Post-liberation
Offences for the more truly and effectually ascertaining the Settlements
of such Prisoners and their families and saving Parishes
and other Places of settlement from being unduly charged by
Perjury on the part of the said Prisoners or others for facilitating the
payment of Superannuation Annuities in distant parts of the Kingdom
and thereby encreasing the liberty & comfort of the Annuitants for
carrying on treaties between the Governor and the Places of Settlement
of the chargeable families of Metasylum Men & Women for
the lessening the burthen upon such Places of Settlement for the
examining into the characters and circumstances of persons offering
themselves as Friendly Guardians and for the assisting Penitentiary
Men and Metasylum Men in the procurement of such
Guardians and thence in the extension of their honest liberties
as also for divers other good purposes that hereafter may arise
a very extensive & copious correspondence may become necessary
which could not be carried on without a degree of expense amounting
in many instances to a prohibition but through the medium of
the Post And Whereas such correspondence will in every
instance require on one or both sides to be carried on by persons
who derive no benefit nor convenience therefrom And Whereas
the postage were the same to be paid by Clerks of Courts holding
Plea
