Panopticon Bill: Correspondence
plea of felony, Country Magistrates and other persons corresponding
would operate on one or both sides as a pecuniary burthen and that in
some instance a very heavy one in addition to a new and troublesome
duty. And whereas under such discouragements such duty might
be perfomrmed tardily or imperfectly or not at all. And whereas
such correspondence being altogether new and created by this Act
might be exempted from postage without any defalcation from the
Revenue. Be it enacted that every sheet of part of a sheet of
paper or parchment being relative solely to the public business of the
said Penitentiary House and as such left open so as to be legible by
any body and marked on the outside as hereinafter mentioned being
sent from the said Penitentiary House by the General Post shall
be delivered free of postage†
23. Mode of Franking it from the House
Art.23. Such mark shall consist of a stamp expressive of
the said establishment: to which shall be added either by a stamp
or in letters or cyphers the day month & year of the affixing of such
stamp: as also the name of the Governor r some other Officer of the
establishment in his own hand-writing together with his name of office
: and the paper so signed nd dated shall be put into the respective
Head-Offices or into some By-Office the same day or the next
day to that on which it is dated. Art.24.
†In virtue of two successive Acts made on purpose, [22.Geo:3, Ch.70. and 23. Geo: 3, Ch.69.] the Controllers of army accounts as well as the adjutant General, and the Commander in Chief and his Secretary receive Letters and
Packets without any such restrictions.
