On what conditions free
at the House

Art.24. Every such sheet or part of a sheet addressed to the
Governor at the said Penitentiary House by his stile of office without
his name and left open as aforesaid shall also be there delivered
free of postage: and if a packet so addressed be sealed it
shall be broken open and read before it is delivered: and if it contain
any matter not relative to the public business of the said
establishment, it shall be charged.

Penny Post to take payment
at the House for
letters received there

Art.25. Every packet within weight addressed to the
Governor at the said Penitentiary House by the Penny Post shall
also be there taken in gratis: but shall be charged and paid for
by the Governor at the said House.

Stamped Signature of
Governor or Sub-Governor
to serve instead of real: &
forgery thereof penal

Art.26. And Whereas the documents of various
sorts that may require to be signed on the part of the Governor
may come to be very numerous insomuch that the signature of
them might require more time than could be conveniently spared
from the other business of his office. Be it enacted that in
place of ordinary signature on the part of either the Governor or in
his absence of Deputy Governor, may be used stamps containing
the fac-similie of their respective hand writings: [provided that
such stamped signature shall, if not actually impressed by the
person whose signature it purports to be, be accomplished by the
hand-writing of the person by whom it shall have been impressed,
and if he be an Officer of the establishment with his
name of office:] and any Act of forgery committed in respect of
