Panopticon Bill Personal Clauses
or limited time only or determinable at pleasure
might have placed themselves in a state of dependence
upon the servants or advisers of the Crown &
not any such persons as might have accepted an Office
for term of life or good-behaviour although the
possession thereof might have commenced in virtue
of a Contract And Whereas as well by reason
of the said proposed Contractor's purchasing
a considerable estate and thereon erecting a large
and expensive set of Buildings for the express &
sole purpose thereof as in respect of the permanent
provision by him intended to be made for the said
Prisoners from and after their several and successive
times of liberation as well in & by the said intended
Metasylum Establishment as by the said
Superannuation Annuity plan the said proposal hereby
intended to be carried into effect doth absolutely
require that the possession of the said Office of
Governor be secured to the said proposer during good
behaviour And Whereas by the terms of the
said intended Contract coupled with the forgoing
clauses in this Act the said Governor will not be
dependent up on the pleasure of any Servant or Servants
