Panopticon Bill. Personal Clauses
-vants of the Crown or upon the private favour of any
person for his continuance in office but will on the
contrary be placed in a state of unexampled dependence
upon the dispensations of strict & public Jutice
And Whereas the said Jeremy Bentham if
in pursuance to the said intended contract he shall at
his own expence have purchased proper ground and
thereon erected Buildings of sufficient permanence
proper for the reception of the said intended number
of one thousand Prisoners will by relation had to
the aforesaid plan of the said formerly intended Penitentiary
Houses appointed by the aforesaid still subsisting
Act have saved to the public the sum of
£200,000 and upwards in the first instance and
moreover so long as he shall have continued duly
to fulfill his said several prospect engagements together
with the several duties imposed upon him by
this Act will in other respects have deserved well of
this Country and contributed in an eminent degree
to the improvement of the Police and of the penal
branch of the Laws thereof And Whereas if
at any time he should fail therein it may be
justly presumed that thereafter he will cease to
