Panopticon Bill. Introductory Observations

Other particularities of less moment are the following —
I. Breaking down the Sections into Articles.
II. Giving to each Section a Title expressive of its contents.
III. Giving in like manner a short and characteristic title to the Bill.
IV. Inserting the number of the Chapter, as also that of the Section, in the references made to
former Statutes.

I. Breaking down the Sections into Articles: or in other words, calling Articles what are elsewhere
called Sections, and tying them up in bundles, called Sections.

The uses of this intermediate division are

1. The saving of a good deal of trouble in the drawing of the Bill. Where there is no such
intermediate division, every addition substraction or division of one of the component parts
necessitates an alteration in the number of every succeeding part; as likewise in every passage in
which any such succeeding part comes to be referred to. Tie these divisions up in bundles
according to the subjects, any such numerical alteration made in any such bundle goes no farther
than that bundle.

2. The facilitating the future exoneration of the Statute-Book of a quantity of dead matter
when either by expiration or repeal a part only of a Statute comes to be extinct. Clauses of which
the expiration is intended, or the probable repeal foreseen, may in this view be placed together and
tied up into bundles from the first. As to any inconvenience, the only one is the addition thus
made to the letters & figures requisite for quotation. This inconvenience however is not a
necessary one; since in some instances the whole Section will be the object of reference, and
then the reference will stop of course at the Section, without any mention of Articles; nor in
any instance need the subdivision into Articles be employ'd any farther than people find a
convenience in employing it.

Howsoever it may be with regard to the Reader, the convenience of this double division to
the Draughtsman, is very considerable indeed. The shorter, and thence the more numerous, the
separate clauses, the greater will be this convenience. In the instance of the present draught
the changes made in respect of the number and order of the divisions have been so frequent,+
that but for this expedient for reducing the mechanical part of the labour, I dont know when
it would have been at an end.

When the last hand has been put to the Bill, the double division will in so far have
done its office, and may then either be allowed to stand, or if disallowed, the Articles will be to be stiled
