Entanglement of
the Previous Contract
with the Buying
out Leases. -

Necessity of having
the land clear of
Leases -
viz to any purpose
though not to Lord
Salisbury -

Hence a proof of the
insincerity of the
Treasury - they accomplished
his purpose-
they frustrated mine.

4.
The two purposes
were brought forward
together by me and
Estcourt to Long - at
an early stage - by
a plan which provided
for both. -

5.
Long accordingly for
a long time approved
of the mutually efficient
plan.

6.
But this approbation
was no more than
a snare. -

7.
Way in which it answered
his purpose -
on pretence of enabling
me to buy
out the Leases he
got rid of Lord Salisbury's
offer to the
same effect.

favour of it. -

His surprize at finding
it resisted.

The disregard shewn
to it was altogether
unjustifiable. -

Evidence of Harrison's
recommendation of
the contract plan
whether obtainable.

Long's motive for
resisting it -
Compliance with
it would have been
subversive of the plan
for keeping me out of
possession.

The Report seems as
if it were the result
of a compromise
between the recommendation
& the
resistance. -

The object in obtaining
it in this
form, was to keep
the acceptance or
non - acceptance of
the offer about the
Leases in a state
of pleadable ambiguity
& indecision. -
