which dealt by it as Your Lordship has seen
and as it has probably dealt by so many other businesses.
⊞ ⊞ I now proceed to
submitt to your Lordship
the series of the documents
beginning with the letter
already mentioned.
Before the reconnoitre Between the date of the letter
and that the time of this reconnoitre, a certain quantity of
time must have & been passed consumed as in
the porticoes of the Treasury Treasury Waiting Room. The precise exact length of it
I can not take upon me to ascertain. But it
was somewhat more than a month appears from the
date of the next document a succeeding letter. For the date of it next document
I find upon the list is the 21st of September 1799,
and being addressed to him it shews that the subject
matter of it the number of persons to be provided for
in the Penitentiary House was to be built for was a
question that had already been on the carpet between him and
me. Having also moreover for its principal topic
the incidental question relative to the legality of the plan the question of legality in regard to the principle
then already pursued in relation to the disposal of the Convicts
for whose the reception the Penitentiary Hou Establishment had
been designed for Parliament – it shews that same intimation
of the principle had already reached me. From what
precise source I can not readily take upon me to say:
nor is it necessary I should – since nothing turns upon it.
