§ 8 Establishment
took advantage of the intelligence – took for
granted that at a time of greater leisure he
would consult the take his law from the Statute book – begged and
obtained his permission to submitt my observations
to him in black and white, and obtained together with
his promise that till he had received them,
nothing should be done. You promise me

the subject shall go from your office to the
Treasury, till you have received my observations.
