Concluding Observations

The documents exhibited in the present section
go no further than to show the enlargement given
to the Establishment: where it amounted to and
by what a length and complication of deliberation
the way for the determination had been prepared paved.

To show the use made of this enlargement
to show how the doubling it was that after having
declared their intention to give the establishment a
magnitude as large again as the magnitude originally
agreed on they made use of this very declaration as a pretence
for reducing it apparently in words to
half the magnitude originally agreed on: are and
in effect to nothing at all will be the business is a matter that must
