amount I my self could think of proposing, the expence would scarce amount to two
thirds of the expence which has been borne by the single County of Middlesex, in the
instance of ye Prison in Cold Bath Fields.

If there were one place more than another in which the narrow consideration
of economy may might most naturally be expected to attract a disproportionate share of
attention, at the expence of other considerations possessing equal or superior claims, it should
the the Treasury: if there were a place in which one should least expect to find any
such want of proportion, it should be the Secretary of State's Office.

At the head of the advantages which the Report of the late Committee of Finance speaks of, as having concurred
in recommending the plan in question to the favourable opinion of the Committee, is
"the certain employment and industrious livelihood which it ensures to those whose
"terms of confinement are expired".
This advantage is altogether out of the question, in
the instance of all those who, under the plan contended against, would come to be confined
till the end of their respective terms, in any of the County Jails. The constant
facility of inspection
afforded by the very form and construction of the Building –
The pecuniary responsibility of the Contractor, for the future good behaviour of as many
as shall have passed under his care – the necessary and unexampled publicity, which
will attach upon every incident belonging to the Establishment, as well in point of
conduct as in point of effect – all these are so many other leading features of it (not to
mention any more) which have particularly attracted the attention, and received the
approbation of the Committee: – and of which not the smallest trace can ever be to be
found, in the supposed preferable mode of providing for the Prisoners, by keeping
them unseen and unemployed in the County Jails.
