Proposing Letters, as per Nepean and Long, setting the umbers to be built for.

Queen's Sq. Place Westmr 22 Mar 1800

Mr Long and Mr Nepean, on conferring together at Mr Long's
on the subject under mentioned, sent up on the occasion to
Mr King, who happened at that time not to be at his office.(a)

Mr Bentham not finding Mr King at the office this morning,
begs leave to submitt to him, as the result of that conference,
the following sketch of a couple of short letters, to be interchanged,
int he event of its meeting with the approbation
of Mr King.

Purport of a proposed letter from Mr Long to the D. of P. –

The Lords Commissioners of His Majesty's Treasury [not
being altogether certain whether the conclusion they draw from
Your Grace's letter of the 14 Octr 1799 be correct, they] beg to know,
whether 2150, mentioned in Your Grace's letter of the 14 Oct'r 1799 the number [therein mentioned] be the number,
for which, in Your Grace's opinion, provision should be made,
in the construction of the intended Penitentiary House.

D. of P. to Mr Long in answer.

In answer to your letter of the instant, I beg leave
to say, that 2150 is what I look upon as the number, for
which provision should be made, in the construction of the
intended Penitentiary House.

As, in the instance of each Convict, the determining
whether he shall be sent or not, to the Penitentiary House when
erected, will rest altogether with the Secretary of State, and not
with the Treasury, it is submitted, that a further discussion
on the subject would be superfluous.
