Sir

Having laid, before the Lords Commissioners of His Majesty's
Treasury, a letter from the Duke of Portland, relative to the
number of Convicts, which the Panopticon proposed to be
erected by you is intended to accommodate, I have received
their Lordships Commands to acquaint you, that the proposed
Building of a Panopticon is to be calculated to
accommodate Two Thousand Persons.

Congratulations, on the Supposed fixation of the number to be built for.

I am very glad, to learn by your Note, that matters
are brought to a point – I went down to the House of
Commons with Mr Long on Monday, and he assured
me, that it should be settled on that day for 2000.(a)
