F9 (b) When this letter which See above Not true – impossible it should be so: unless
it were in the hope of finding in it what is not there
some words or other capable of affording a pretence for
the determination expressed immediately afterwards in the

F9 (c) In the import of this sentence two propositions are involved –

1. That a preference had been given by Parliament
to New South Wales Transportation, in comparison with the Penitentiary Establishment. Not a syllable in either Act to countenance the notion of any such preference. The Penitentiary Contract Act (34 G.3 c.84) coming
after the New South Wales Transportation plan System indicates a contrary
preference. See F.11. F.12.

2. That a preference had been given by Parliament to
the County Gaols in comparison with the Penitentiary
Establishment. A pretended notion still more groundless
if possible than the former.

According to this, it was the Duke's declared plan
to ram into the County Gaols as many Convicts as
he could make them hold – and none at all in the
Penitentiary House – that thus bid defiance to the
Act of Parliament. The That the word principally was not meant
to as an obstruction or exception to this plan, appears from what
comes after. It was meant to apply to the non-transportable Convicts.

As to the Acts in question what was and what was not their object
was a matter Mr King was determined not to understand,
and had therefore, at the expence in breach) of his word, as well
as of the obligations of official duty and natural justice,
evaded hearing from me [See F ]. What The object he did
