was the sole object of the Duke was of course the object,
and the sole object of his Scribe.

F.9. (d) Between "Peace" and "though", I imagine

F.9 (f) What the Principal Secretary of State
and his Under Secretary agree in understanding on
this subject is seems reducible to the following propositions:–

1. That the burthen by being transferred from one set of
shoulders to another, the burthen of an expence may be is as good
as
annihilated.

2. That a means of reducing it, if not as good as annihilating it, is – to transfer it from
shoulders most unequally loaded– (the contributors to
the Poor and County Rates out of which the County Rates were taken)
to shoulders least unequally loaded (those of the aggregate
number body of his Majesty's subjects, taken at large.

3. That a means of placing it to properly is – to
take it off from the shoulders on which it has been
ordered by Parliament to be imposed – and to lay it
on upon those which, by so long it was the intention
