In this statement of the Duke's conceptions, I have sup
understood his supposition to be that the Jail constructed
according to Act of Parliament and in p in a plan apprized
of by the Board authority (the Treasury Board) to which the business
had been committed by Parliament would be a bad one
good one. This I prefer this interpretation upon the
principle that in a choice of absurdities it is proper but fair
to impute to a man the least. Bt if for the
purpose of the argument he chooses to suppose the Jail
a bad one he has my free leave it for it. He shall
have it as bad as ever he pleases: or provided always
that he makes no other use of the supposed admitted badness of
this town Jail, than to enable him to prove that it
will cause the Country Gaols to be worse.

The mention made of the Judges gives throws a further light
on the opinions as well as views of this self-constituted
Solomon. – Parliament is a fool:– simpleton:– and therefore, though
Parliament says other Convicts shall be sent to the Panopticon
I say they shall not be sent there. Judges are fools: simpletons:
all Judges present as well as and future. If the Panopticon were
built – Judges would be sending shelters to it those other
Convicts – those Convicts which it is the intention of Parliament to send there:
for though Mr King and I see how it is, that this Panopticon
Jail whether it be good or bad will make all other
Jails continually worse and worse, this is what the Judges
being fools simpletons, will never be able to see. I there, I William
