§ 8 Establishment
Data by the advice and consent of my Privy Counsellor
Mr King and my Cabinet Counsellor Mr Baldwin will
make a law of my own, and tie up the hands of all these fools simpletons. There shall either be
no Panopticon built large enough to hold these "other
Convicts", or what is better still (for these I will take
care the business shall and though I do not now it is not yet time to talk
about it) there shall be be no never be any Panopticon built at
all: and so long as that is the case, let the Judges
send them there if they can.
This my Lord is what I give as the true
