The plan determination resolution which had been taken having been
detected by me, and the detection of it manifested
by my short letter, what remained to Mr Long the Treasury Secretaries was to me
carrying it into execution to committ themselves as
little as possible. For this purpose two points were
to be attended to: written communications, if unavoidable
were to be so worded as to not to
be expressive of betray the resolution, and yet so as to deprive
me of all hope: and as to verbal explanations
they were to be avoided and escaped from at any
rate. To accomplish both these purposes it
was necessary a necessary thing was to obtain from me a Memorial,
and a desirable thing was that it should
be as and unarmed as possible, to fit
it for presentation to the Board: of pretence
without reasons, that refusals without
reasons might be grounded in them.
The requiring As to the Memorial, the requisition
of such a thing under the circumstances
in which was required – that requisition being accompanied with a
refusal to enter into any explanation in regard
either to the object subject matter or contents of it, was, as
towards me compleatly pulling off the mask. In
the course of the whole business, from the year
1794 to that time, it had been a step altogether
unprecedented. It was throwing me off on the sudden
and holding me at arms length, after so many years of apparent
