§ 11. Disarmed Memorial, and its consequences

The instructions I to which it seemed necessary
for me to submitt to Mr Nepean, to propose for the Congress
are contained in the paper which Your Lordship has already seen.

It was with a heavy heart I repaired to the
place of meeting:

Congress: Mr Long knew what he was about: I even then most vehemently suspected it. The object of the Congress
was to get rid of the Memorial. I mean
in that armed state in which alone it could give trouble
in its armed state. I was to be wrought upon
to withdraw it: Mr Nepean to consent to acquiesce in my
withdrawing it. Mr Nepean was in consequence accordingly
to be made to believe that Before the time came
for objecting to it in point of form quarrelling with the form of it, Mr Nepean
had already been made to a understand that there
would be no objection to it in point of substance.
At the same time he was not to be suffered to
understand that Mr Long had read it,
and or at least had given it any such reading
as could enable him to decide upon it: because
that would have intitled Mr Nepean to
a greater such a degree of explicitness and
decision, such as the plan would not admitt of.
He was to have read it, and not to have read it,
to have read it, for the purpose of conveying giving to
Mr Nepean those hints prospects of acquiescence which
were suffered given to escape from time to time, were
given out to him: he was not to have read it
for the purpose of converting those hints into definitive
assurances, or for handing up the Memorial
and acting upon it.
