§ 11 Disarmed Memorial
But to what end (says Your Lordship) take
so much all this pains to get a Memorial from you
in what you call a disarmed state, if at that
time at least, the intention had not been to
act upon it – and act for the purpose professed
– the purpose of carrying the establishment into effect?
Question being (as you yourself observe) always in their
power why not trust to the powers of inaction for the accomplishment of the same unlawful purpose?
I will tell Your Lordship; though I am
inclined to think the caution is a superfluous
one. The presence of prosecutions Mr Long
(not to speak of Your Lordships actually existing
and ci-devant learned Se Under Secretary)
are undergoing from Mr Nepean could not
but have been beyond all endurance troublesome.
Doors could not be everlastingly
shut against him as against me. Their
respective official relations would, with a degree of frequency
altogether , be bringing them in contact
together, with a degree of frequency to which
no limit could be foreseen or opposed. What the
Old man of the woods was to the Sailor Sinbad
in the Entertainment, the really Honourable Admiralty Secretary
was to the Secretary of the Treasury then in one of his capacities in one of his plans
properly stiled Honourable. At all events, and at any
period it was necessary f to shake him off.
But to shake him off effectually was what
could not be done with the assistance of the
Board
