Fake Report to the House
Your Lordship has I flatter myself anticipated
in part if not in the whole the following
observations – Compleated? – Yes: completed
for the every purpose of the Most Noble Marquis – but neither
then nor to this hour compleated for any one
purpose of law, morality or justice: compleated
for the unintended purpose of wasting the public money,
but not for the sole intended purpose of conspicuous
punishment and useful salutary reformation.
Judged proper and convenient for the purposes
of a penitentiary establishment? – No: judged
proper and convenient to be bought on pretence
of being applied destined to the purposes of a such an Penitentiary
establishment – judged proper and
convenient to be purchased as if for this purpose
for because it contributed to the pecuniary accommodation of one
Lord – judged improper and inconvenient
for its pretended purpose, as soon as it was
found to cross the caprices of another Lord.
Even the very date which it bears is not a true
one. It Even with reference to its real purpose
the purchase was not compleated (at least
ought not to have been) till the month after
