Suppression
To state the more clearly the identify in point of effect
and moral turpitude between the sort of suppression negative act in
question, and a positive of act of forgery. I will put
a very intelligible case. The cases of proposed
encrease of nominal price for the purpose of the identity
of real price are as hath so often been mentioned
reducible in fact but to two: prices of the allowance
are paid for expence house-room of building: and price for
the annual allowance for maintenance.
On the subject of the allowance for building, I
say in my memorial viz: in the body if it: it would be impossible
for your Memorialist, to perform the same undertaking, (with equal benefit to the public or himself,) without an encrease &c. This then the
effect and design on my part, of the words in brackets, was
to prevent the demand from being considered or
pretended to be considered as a peremptory one
to the purpose of grounding an inference that
it was my reasoning to relinquish the undertaking
in the event of my not obtaining the allowance
so requested on those terms. Accordingly, these words
remaining part of the Memorial, it is impossible
consistently with the principles of common sense, to
impute to me any such meaning. But, supposing
these words not to stand part of it, the
imputation would be no truer than a natural and
well founded one.
