Whether Acts of Parliament are Acts of Parliament
or waste paper?

Whether Laws were made to the trod upon or obeyed?

Whether the Executive power is the superior or the
legislative?

Whether engagements shall be pillars of security
or instruments of deceit?

Whether the bonds which hold society shall be repaired
or left to burst?

Whether we shall never cease cease or not to triumph in that
station in which its triumphs are most spurious?

A question which includes all these questions is –
whether Parliament when its eyes are opened the facts are laid before it will
think fit it worth while to put them? – My
Lord it is an experiment to make.
