And I am directed to inform you, in answer thereto,
that under the present Circumstances of New South Wales,
and the Prospect that at no very distant Period the Colony
will be in such a State of Improvement as to be capable
of receiving in each year, the whole Number of Convicts
which is may be necessary to send from the different Gaols
in the Kingdom; his Grace concurrs in Opinion with their
Lordships, that the Plan, if adopted at all, should be carried
into Execution to a limited Extent, only by way of Experiment;
but whether it will be right to relinquish to Project altogether
and allow a liberal Compensation to Mr Bentham, for any
Loss he may have sustained, is a Point which must be
determined by their Lordships, as it may probably be material
to consider whether any and what Preparations have
already been made with a View to its Completion, which may
render such an Abandonment unadvisable.
In case their Lordships should decide upon its being
adopted on a limited Scale, his Grace conceives that a Building
large enough to contain 500 Convicts will be sufficient.
