There are two points in which his Grace conceives
with their Lordships are two.
1. That is is matter a problem of hypothesis whether the
Plan so long as it remains a plan shall be adopted
at all.
2. That if adopted at all it should be adopted
only to a limited extent for example that
it should not be swelled ad infinitum as his
Grace, if Your Lordship would but have let him he had staid where he was remained in preserved his situation
alone would have swelled New South Wales.
Two other points there are which his Grace leaves
to t be determined by their Lordships. These are
1. One is Whether it will be right to "relinquish, altogether" the ci devant
plan, now, to fit it for relinquishment,
turned into a "project". altogether
3. A third is whether that compensation shall be
a "liberal one".
4. A fourth is – (though it must be confessed that a sort of half opinion suggestion
in favour of the affirmation is conveyed by the word "probably") "whether it be
"material to consider whether any and what preparations
"have already been made with an order to its
"completion which may render such an abandonment
"inadvisable.
Another point his Grace "conscious" upon with sufficient
decision is that in case of the Building should
have any bounds a size "large enough to contain
500 Convicts will be sufficient.
