Secret Minutes – Grounds

I come now my Lord to speak of the Grounds
for product of the months labour of the two
floors of the Framing Manufactory in the Treasury
the fount of the united wisdom of Mr Long and
Mr King, the grounds for relinquishment his
hammered out by Mr Long and Mr King.

There are either four or five four or five six of them: because
of one of them – and that the best because
meaning best is it is the most unexceptionable, I
know not whether to set it down as sense or
surplusage. It stands the third second upon the list:
I set it down to make sure.

1. The a number Ground of relinquishment the first –
"The number of years which have elapsed since
"the first steps were taken, with a view to the
"adoption of any plan of this kind" – Say for
shortness, lapse of time.

2. Ground of relinquishment say the second (if a
distinct one). The variation of circumstances which
"have occurred a during that period" – say for shortness
change of circumstances –

3. Ground of relinquishment say the third. "The
improved state of the Colony of New South Wales
as appears by the Enclosure transmitted by his Grace
in the Letter above mentioned –

3. Ground of imprisonment relinquishment say the fourth third. "The
improved state of the Colony of New South Wales
as appears by the Enclosure transmitted by his Grace
in the letter above mentioned 28 meaning the suppressed
letter of the 28th of July the preceding month 28th July
1800. Say for shortness New South Wales improvements.
