Secret Minutes – Grounds – 1. Lapse of Time

The business of this pretext is I hope not any
where to be matched: the absurdity of it, perhaps may; since
this, as Your Lordship sees, is but one out of five manufactured by the same
hand: exceeded it can not be be by that or any one. In July 1794, after years of preceding delay, in the true Pitt stile comes the Act, which is the ground of every thing. In March 1800, Mr Long to Mr Bentham 24 March 1800
comes the letter coming upon me to make ordering preparations for 2000.
the last six years months so far
from being purchasing a ground of relinquishment annihilation or
substantive had not prevented – multiplication for annihilating the establishment – in pretence of reducing it
to half, had not prevented the doubling of it. To
the quantity of delay that in that time had been manufactured
and which had done nothing towards the
contributing of the five years, and eight months which
amounted to nothing 1/17th of the time

After A lapse of five years and 8 months, the thousand does did not
are prevent the thousand from being thus encreased to two thousand double the number: a lapse of four months more
more nor made to lapse, and now the two thousand is then manufactured,
and the one thousand and that lapse of out of these four
months comes the pretence for reducing the two thousand
and the one thousand to five hundred.

True it is, that the two thousand men were all
backroom men:⊞1 ⊞1 I admitt it: I declare it: I proclaim it.if if – real men, they Honourable Gentlemen no more meant to
give the two thousand of or one thousand, or five hundred, or five than they did so many elephants
or rhinoceros's. But this they have not said, neither has
in it their was it ever been their part to say it as much: though if they were
to say it, they might for once be to be believed it would be⊞2 ⊞2 the best chance the could give themselves their only first chance for being believed. Be it so thus, be it otherwise
to me it is a matter of compleat indifference: it shall be altogether as they please. By standing in a
white shirt and confessing the treachery of the month
of March, they may rid themselves of this part of the load absurdity of
of absurdity they charged themselves with in July. It
is for them to choose.
