5 Increase of Terms

5. Fifth and last ground – "the great increase
of terms which Mr Bentham now proposes"

How sooner it may have been in regard to Gaols,
an improvement may here be seen at any rate in the
language of Mr Long, as compared with that of his
nameless anonymous and guilt-struck substitute. The word
proposed is indeed carefully proposed preserved, as
being the only one capable of by which a man could answering the purpose of conveying falshood
without being convicted of it. But in the mouth
which their Lordships the Board had taken for the consideration
of the matter between from the 14th of July 1800 to the 13th
of August in the same year, the terms which at
has first had only been seen to be different, were
now discovered to have undergone an "increase", and
that which increase to was had been discovered to be a "great"
one.

Well then suppose the Mr Bentham's last terms the terms last proposed by Mr
Bentham
had been increased terms which they were not, was
this any thing to him
did had not Mr Long ever propose
decreased ones? He durst not say so: was there
any thing to hinder him? He durst not say so.

The course an honest man would have taken plain cour and honest course to have taken would
have been
would have been to propose repropose the original
terms, the consideration deliberation would thus have stood clear
of this last of the five grounds. But to this much
the pretended new terms could not be lowered, because
here they were already: and the proposal would have
been on the very of the all along determined intended
and now for the first time avowed catastrophe conclusion
that of a relinquishing the plan altogether.
