2. Is it a matter of importance or indifference
with reference to that which is or ought be for the end in
view on the institution of a Penitentiary Establishment,
that each prisoner should be assured of honest
livelyhood after the expiration of his term? Among
the various in the different Goals d can
Mr Long find a single instance where in which this
improvement have been introduced, or in the nature
of the case could have been introduced?

3. Is it a matter of indiffer importance or
indifference that each with reference to the several
particular and subordinate objects of security
as against escapes, discomfort and disease by
neglect ill treatment of subordinates or neglect –
projects of mischief – and for and
profitable direction of productive labour that
for each prisoner and all the prisoners should
at any time be capable of being presented to the
view of the Head Major and of such other
eyes as by the attraction of, curiosity or humanity
or public spirit may be pointed to the spot?

Among the variously improved Gaols is there
a single instance in which this problem has
been or been attempted to be solved? And is
any thing wanting to the solution of it in the
National Penitentiary House and prevented some
years ago and again and again from coming
into existence, seeing all along in the way of
second sight, the various improvements that would
be made in all that is in here and there one
of the Country and I don't know how many hundred
County and Country Town Gaols.
