§ 16 Grounds 3 Jail Improvements

my experience of first Lords – you I would venture
to present to Your Lordship a humble
Proposal on the subject of the expense of building
in lieu of that will fated one, the exorbitance of
which produced the stigma imprinted upon it by those
who made it so for that purpose. Give me half the money expense cost of
spent upon that County Gaol for 00 prisoners (meaning of course
money of that day)† † See above and I will build and fit up and stock my
promised National Penitentiary House for the promised number
of 2000 Prisoners.

I will not deceive you my Lord: I should deceive
you if you were to were you to accept those terms. They are higher
than the terms (which I) offered proposed before, and (which were rejected)
for their exorbitancy as above.

At this time of day It may seem an idle task labour to quote cheaper
and to prove that at this time of day it does
not belong to a Secretary of State either to make or
repeal laws Acts of Parliament – but as there is a
Secretary of State who has taken upon him to do both
and as we have a written law that speaks expressly
to the point, there is a sort of satisfaction
in throwing to the words of it.
