§ 16 3 Jail Improvements

Mr King's calculation however is different: and
the improvements he has made in arithmetic are at
least upon a par wit the "improvements" he has been
waiting to see made in Gaols. My expence though
no more than unity is not less than unity: it is
always something. The expence of these improvements
in the Gaols, and that of the prisoners kept there in that in
the those improved Gaols, or int he Gaols of all sorts, unimproved
if there were any as well as improved, would be
nothing at all: for this must be the amount of
it to answer the purpose of the argument. If he had
said the expence of a given number of Prisoners in
an improved Gaols including the expence of the improvement
in the Gaol is less than the expence of the same
number in the proposed Penitentiary House, he would have
said something: – but this he durst not say. What
then, says he, shall I do with my this expence? Do with
it? – I will can Why, I'll strike it out altogether. My expence
so long as it is any thing, – some some, or number
some hundred of times as great as Mr Bentham's:
but the instant mine becomes nothing, the ratio of
his to mine is as 1 to 0, or as infinity to one.
Allow this arithmetic, and the economy of the
"relinquishment" stands confessed.

There stood indeed, as there does still, an odd
Act of Parliament or two in his way: but to him
who can make or break rules of arithmetic, what
signify Acts of Parliament. Parliament says, they
the convicts of description shall be transported
or sent to the Hulks, or when the National Penitentiary
House is built, kept in the national Penitentiary House.
