In supposing Your Lordship to come to Parliament
upon this occasion (and for such a purpose)
I speak only of what might be done – I do not
mean to speak of it as that which in any event
I should expect to be done. The House of Commons
being the House in which the existing
Act originated, the House of Commons is the
House in which it seems most natural that an application, if under at
for the repeal of it seems should originate.
The Board of Treasury being the authority on
which the obligation of carrying the Penitentiary establishment
into effect was imposed by the Act, and remains
incumbent by virtue of it, the Treasury is the
authority of with which it seems most natural that any
application for a release from that obligation should
originate.
