28 March 1802
Jail Improvements

In a word it may be true that the Penitentiary
Establishment ought then to have been set on foot:
and yet it may not be true that the Penitentiary
Establishment ought now to be set on
foot.

But thought not absolutely inseparable indissoluble, the
connection between the two propositions is certainly
a pretty close one. But as I mean
not to take Your Lordship by surprize, not
to own my success, if I obtain any to false
argument – and as it is my pride to make
the distinction between my own conduct and
that of the Conspirators as plain and in most many
points as wide a possible – I will beg
leave to give a correspondent change to this
and the next article in their stock of arguments – and instead
of considering it them as a ground ground for setting
aside the establishment in contempt of Parliament
consider if them as if they as if it had been urged on a ground grounds
for setting the establishment aside by authority
from Parliament.
