3 Jail Improvements
Next after 2 Panopt. Advantages
Supposing in all other points the Penitentiary plan to be
more than upon a par with the best of all the other
prison plans, then the decision would the bear upon the question of
comparative expence.
The expence distinguishes itself into two masses –
Expence of building and expence of maintenance –
the first an advance f in the shape of capital, the
other an annual expence in the way in expenditure of income.
As to building expence, of this a comparison should
have been given submitted to Your Lordship already.
If the expence of a prison on the plan of the
other improved prisons were but 5 per Cent greater
than that upon the Panopticon plan, in other words if it were as 205 to 100, other things
equally, this would be sufficient to give the Panopticon
plan a decided preference.
But in two instances the expence rates of the expence on the plan of the improved
prisons to that of the Panopticon plan has been submitted to calculation: in the
cases of the Cold Bath Fields prison it is as "above
2000 to 100: according to the plan so much laboured
by Blackburne for his National Penitentiary House
and approved by so many high authorities it is as 2300 to 100 about 1300 to 100.
