The Panopticon establishment, being contrived upon
the largest scale, and with the advantage of so
matchless an instrument of economy, as well as
every other desirable work result as that which is constituted
by its characteristic feature the inspection
principle – whatever saving is produced by it
in the beginning, may be expected to continue to
the end. The expence of the allowance to the Constructor
is at any rate the first very first a limited one: which
is more than can be said of that of the most improved
of the improved prisons. If at first it
be, on the face of this part of the account a little
greater – a little patience and it will be infinitely
less. Mr Dundas, in bringing into Parliament
that Bill which under the auspices of Mr Pitt has brought covered the authority of
Parliament into with contempt – stated by authority from after a question put to
me that at the by the calculable end of my own life, and another
of not much greater higher value – the profits of the establishment
would be a rull equivalent for the expence,
so that upon a fresh contract the expence might be struck
off altogether. This, in the summer of 1794, and since then in the
the value of those obnoxious lures, has under the economical
care of Mr Long, experienced in this as well as
other scores, too inconsiderable decrease.
