3 Jail Improvements

As to the features of improvement improvements in their
favourite receptacles of improvement improved prisons, compared with the expence
at which their purchased accept; my Lord, a bird's
eye view of them – Numbering Prisoners' Apartments, are to each prisoner,
besides common ones: partitions thick under
the notion of preventing escapes and intercourse –
therefore proportionably expensive. Prisoners, each
at all times within sight or hearing, or both,
of other prisoners: at some time, possessing all of
them, the unrestricted faculty of intercourse with
one another in any numbers. Keepers apartments
at out of sight and hearing of all the
prisoners – Prisoners, cut off from communication with one another to every useful purpose: employments to which communication is not necessary shut out in consequence. Result, Result, the expence and inconvenience
of separation, with scarce any of the advantage
aimed at by it.

In a word in a Panopticon prison great effects
by simpler means little causes: in other prisons little effects
from great causes.

God forbid I should say, or be understood to say that
among the alledged features of improvement there were not real
& even considerable ones. – The absence of the Jail Fever is
certainly better – far better – that the presence of it. But as
certainly a prison in which that absence is purchased
at a less expence is ceteris paribus better than a prison
at which it is pun purchased at a greater expence: – and
the question is – not between the improved and the unimproved
prison, but between the improved prisons such as exist
already, and a prison upon the plan of the Panopticon Penitentiary House.
