Jail Improvements

1. The Penitentiary Establishment set on foot according
to the its intended plan submitted and approved of say for shortness the Panopticon plan – would
possess every and in at least an equal or at
any rate a sufficient degree every one of the advantages
possessed by the most improved of the improved
prisons.

2. It contains would possess many pre-conceived
features of advantage altogether peculiar to itself,
such as could not be shared in any degree by the
most improved of the existing improved prisons without its
becoming into another being changed out of its own nature into that of Panopticon Penitentiary
House.

3. The expence at by which the advantages possessed
by the Panopticon Penitentiary House are purchased,
is in a prodigious great degree less than that in which the
advantages such as they are of the most improved of the existing improved
prisons are possessed – much less than any that
at which the like advantages can in the nature of things ever be purchased
in any prison without its being on
any other plan whatsoever.
