My Lord if the pretence of seeing in an Act
of Parliament what is not there is to be allowed
— and on the strength under colour of that pretence men are
to be suffered to be turned into waste paper
if [at no other expence than that of an
undetectable lie,] the Executive power is to
be suffered — and suffered whenever it pleases
and as often as it pleases to tread upon
the work of the legislature — the Constitution
is at an end.

Act, in prescribing
the part to be taken
by the Treasury in
the institution of
an Establishment
says required
says required — The Finance Committee
takes notice of its having said required
— and up after this my Lord — and after I
had told him of this — his man in office
had the effrontery assurance to maintain to me join me/insist upon it to my face
that it was and always was and would be in their power to do it or
not to do it — as they pleased. My Lord
I know it — and know it but too well, it
has been so by abuse — but if that abuse
is to go on — and presidents are to be made to stand in the eyes of the
public and of Parliament as a president
from it the Constitution is at an end. For
my Lord if for argument sake it should
be the pleasure of Parliament to bind the Treasury
by what plainer words could they
go about it endeavour at it?

for disputing
