Two propositions I have had the it has been my
fate to hear — both on the occasion of the same
statute Actboth one subversion of the fundamentals
of the Constitution, the other of the principles
of common honesty and good faith.

One was that where the Act required the Treasury
to do so and so, they were not bound by
it. This was by two Secretaries to whom it
was not convenient to be bound.

Another is that when the an Act to enable enabling its
Governers
the Treasury to employ compulsive powers Government the
at the Solicitation
of the Treasury
an Act

Government is not to be understood as
intending ever to make use of them. This
was by the man himself who drew the Act.

To both these universities I have been an indignant
witness and am ready to declare it upon Oath.
