The more compleatly
the distinction between
right and wrong in
Administration has
been obliterated by
habitual guilt
the more necessary
it is that it should
be restored by
punishment

But the more compleatly these Great men (or the
for even a Mr Long a Mr King or even a Duke of Portland
minutest man most microscopic of men in a great office is a great man)
have succeeded for their own ease and quiet and accomination in forgetting the first principles of
British Constitutional Law as together with the first
principles of natural and universal justice, the
more necessary it is that Parliament should take them
in hand and without undertaking to give any such baseless as that of giving them a
lesson, make their fate a lesson to Britain and to
Europe.
