9 July 1801

From this point, by a line, the precise course of which I do not precisely exactly
recollect, the conversation was drawn, but not by
me, to the subject of the Penitentiary Establishment, according
to the reduced scale spoken of in the correspondence.
I now understood perceived what was the ultimate object
of the conversation interview with which I had so unexpectedly
been honoured. It was—he had me to suppose expect/understand—as a
thing decided upon from the first—that the establishment
would be given to me upon the reduced scale of 800
instead of the originally stipulated 1000, and the subsequently
promised 2000: and that for the amount of this reduction part defalcated
a sufficient compensation would be allowed to me. This
being beyond any expectation held out by either the letter
to myself or the subsequently pointed correspondence between
the Treasury and the Secretary of State's Office. I saw at
once what was the object of the encrease offer/lure. It was to put me to sleep endeavour
to lay me asleep, and to engage me to sit quiet
without the demanded satisfaction in the one
the publication to be made by authority, the publication
of the omitted documents.

By way of reconciling me To help reconcile me to so extraordinary
a departure, from the terms acceded to six years before
and acted upon ever since, the word experiment was
introduced: it was to be a measure of experiment. Upon
my observing amongst other things that it was a change
not more reconcilable to my sollicitude the interests of my own character+ to see that
matters a quantum of confidence which had so lately been doubled
should be cut down all at once to half and without the smallest reason
assignable or assigned—and that after the probation I had
undergone

+ than with to the principles
of good faith.
