9 July 1802

by me, the sacred promise to Lord Belgrave would at the
critical moment be found by Mr Hiley Addington and his
associates an obstacle as insurmountable as it had been
made by and to Mrr Long: and then Mr Henry A the
tyro administration would have the mind to cut as well
as they could, with the assistance of the precedents that
had been set to them, and such assis advice if necessary as might
be afforded to them, by their veteran predecessors.

The seeds of perplexity
were thus sown by Mr in the
mind of his friend
without his knowledge
the fruit of them would
not appear f at all
till afterwards.

Intermixed with Before and after these specific propositions some
general ones had been agitated between the two Secretaries
on the one part and their Suitor malgré laid on the other: some
general ones, in which the sentiments expressed were as wide
as any two points that can be conceived. By now I considered two
things were considered as binding upon gentlemen in office members of
administration: the law of this the land, and their own engagements.
But their claims (for such they were and have ever been
to me) decried as well as called by me were by both gentlemen treated
without disguise as cobwebs: and it is for the Painter
and not the Reporter to express carry any tolerably
correct idea of the scorn and contempt that were poured
out from both fountains upon the head of the ignorant
bookworm, who that could suppose it possible for gentlemen
in their high stations to be bound by any thing but
their own will and pleasure. As the specimen of a
drunken slave was employed among the Spartans as
the most impressive lesson that could [be] given in the chapter of sobriety,
so if any thing exhibition could have the effect of implanting
more deeply than another the love of the British Constitution
in any wavering breast, I do think it would have been this
scene. While I have breath it will never be out of my eyes.
