These things being concluded my Lord, I can
not but look upon it as high time that it
should be settled – and settled by some solemn
and public Act – in to what hands the supreme government
of this country is really reposed really and properly belongs: whether
to the King and his Successor, with the advice and consent of the
two Houses of Parliament – or to the Duke of
Portland and his successors, with the advice and consent of Mr
Baldwin and Mr King: their Successors and
Associates.
For my own part – as Your Lordship sees – my
side is taken: and for though, as to this part of
his Majesty's authority his Majesty's Majesty is stands at present
scarcely upon so high a footing as that of a Pretender
– and though his quondam possession seems for
some time to have been turned into something like
what the old Lawyers call a mere right,
Your Lordship sees me faithful to him – more faithful to him than
as yet he has been to himself – and already
faithful to him and in consequence as a proof of my fidelity in a state of actual and declared rebellion to insurrection against
those his hitherto but too successful rivals.
