of acting at the time. For supposing them to
have said Parliament would not have done as
it did, because Parliament through meaning as well as full of benevolence
towards the public as we are, does not understand
what is good for the public as well as
we do – this allegation, how sincere soever it
may be supposed, would not be understood as
making rendering them innocent, or indeed as
making any specific and practical defalcation from
the enormity of the crime and the consequent demand
