Dispensing power
It is was not certainly to Parliament itself that the
Duke was addressing himself when he thus assumed and claimed as well as
exercised the power of substituting laws of his own making
to the law of Parliament. The letter most certainly
was never expected to encounter the eye of Parliament.
Those descriptions of persons and those only were those
whose eyes it was designed to meet: 1 The persons
concerned in the conspiracy – viz the two Secretaries of
the Treasury together with the First Lord on the supposition
of his concerning himself in such details. 2 Such
of the Lords of the Treasury if any, as were
not concerned nor in the secret of the conspiracy –
and 3 the individual against whose claims the destined victim whom it was the object of the
conspiracy to crush. On the part of the destined
victim the dependence object of his situation – his helplessness
– his patience, proved manifested established by an experience of six
years, presented to their eyes as perfect a security
as could be desired. No fear of his attempting to scrutinize
into state law, and questioning the power of those
upon whose will all his prospects depended. The impression

the impression to be made upon him was that of the
genuineness and sincerity of the opinions professed to be entertained.
That they should be acceptable to him was neither
possible material nor worth thinking about. That they should
appear correct right was as little unlikely to be expected and a
matter of equal indifference: but as men especially public do not know
wrong
