My Lord, it does appear to me, that in the opinion
of the confederacy at least – a warrant for relinquishing
the measure, that had been will be made what with so much
howsoever tarnished since by time and treachery though was so little remembered, had been introduced
into Parliament, could not, with perfect ease and convenience
at least have since obtained from Parliament.
There was the panegyric, pronounced in
June 1794, on the Panopticon plan and its author, in the bringing in
the Bill, by Mr Dundas then Secretary of State. There
was the panegyric eloquence pronounced not long before, on the
same subjects, by the candour of Sir Charles Bunbury,
who in bringing forward publishing this new edition of
the Penitentiary system had his own to sacrifice to
it. Mr Pitt is no dealer in panegyrics –
it. – Well – what is it that has happened now? – Such being
the opinion of both plan and author at that time, what
is it that either has done since, to forfeit it? – Such
are the questions which from some odd corner or other
of the House might could not but naturally have been expected.
Calumny To questions like these, calumny in this
