calumny to be sounded in the ears of those who
could have borne witness to the falshood of it – there
was a very material difference. How little
the author has to boast of any active protection
afforded to him in the actual state of things by Parliament,
is but too notorious apparent: but between a reluctant
acquiescence in evasive reasons pretences for procrastination
and a virtual though silent confirmation concurrence assent
in false and calumnious pretences for final relinquishment,
the difference is wide indeed. Voices
there were in the House, in weight and number
abundantly sufficient to render any attempt of
that kind altogether hopeless.
Mr Pitt, to whose habits and turn of mind it
had never been observed to be congenial, to be on
the look out for merit that excepted which
consists in party eloquence – or to be forward to
either of give praise – at least to a any man who was
alive to profit by it – Mr Pitt could not have
had on that occasion any such panegyrics to retract. But however
it may be in respect of the laws merit, no deficiency
could ever charged was ever imputed to Mr Pitt on the score
of pride: and this sentiment without any other were it to stand alone may
be regarded as sufficient to render it an acceptable
task to him to apply come forward to Parliament to rescind set aside
without any assignable reason a measure, at any
rate was his own measure, and for the neglect of which
he had incurred the undisguised and unexampled censure
of the Committee of Finance.† †
